Manchester Pacific Gateway
North Embarcadero, downtown San Diego waterfront
The Manchester Pacific Gateway name covers a redevelopment history, not one new project to count alongside RaDD. Manchester’s hotel website promotes One Broadway Hotel & Plaza, while a 2020 announcement documents the Navy building’s completion and IQHQ’s acquisition of much of the site.[7][10]

How the waterfront pieces fit together
The Navy headquarters and the commercial district share the former Navy Broadway Complex redevelopment history, but they have different functions and delivery records. IQHQ’s RaDD is addressed in the related profile rather than added again to the hotel totals.[10][3]
- Navy component
Manchester reported completing the 17-story, 373,000 sq ft Navy office building in September 2020 and anticipated the Navy’s move that October.

- Commercial blocks
The 2020 transaction assigned blocks 2A&B, 3A and 4A&B to IQHQ for life-science development; Manchester said it would retain blocks 1A&B for the hotel and plaza.

- Downtown connections
AMSI describes pedestrian links to the Embarcadero and proximity to the Convention Center, business districts and federal/defense activity; these are area relationships, not claims of an on-site convention center.
